He was a member of the Mill Creek Fire Company where he served as President and Treasurer. In 1949 Mr. Baynard was elected as the 24th President of the "Delaware Volunteer Firemen's Association" (DVFA). He also served as President of the New Castle County Firemen's Association, a member of the Governor's Committee on Fire Prevention, and the DVFA Permanent Memorial Committee.
